After its public unveiling in February, the MILDEF 4×4 High Mobility Armoured Vehicle (HMAV) has successfully a first round of evaluation testing. Conducted across nine days, the MILDEF HMAV was subjected to 700 km of road testing and 300 km off-road, as well as being put through the paces on an obstacle course.
Testing was conducted by teams from the Malaysian Army and Defence Science and Technology Research Institute (STRIDE) as well as MILDEF, with driving duties performed by army personnel. The HMAV was subjected to testing such as highway endurance, fuel efficiency, load, winching, slope, mounting and dismounting, climbing and braking, including a one metre fording test.
“MILDEF is satisfied at the performance of the HMAV during this very important first round of testing. We are now planning to conduct testing at several other locations,” said Datuk Sri Mohd Nizam bin Kasa, chief executive officer of MILDEF.
Costing RM16 million to develop, the HMAV is a Malaysian product intended for both the domestic and international defence market. Designed to withstand munitions such as 7.62 mm armour piercing rounds and mines, the HMAV is built to Stanag 4569 Level 2 military standard.
Weighing 13.2 tonnes, the HMAV is powered by a Caterpillar Diesel engine displacing 7,200 cc and producing 330 hp. This gives the HMAV a power to weight ratio of 25 hp per tonne and during testing, the vehicle reached a test speed of 110 km/h.

NSW company to deliver new remote weapon stations for ADF vehicles
New South Wales based company, Electro Optic Systems (EOS), has been awarded a $94 million contract to supply 251 Remote Weapon Stations to increase the lethality of the ADF’s protected mobility vehicles.
Minister for Defence, Senator the Hon Linda Reynolds CSC said this investment delivers on the Morrison Government’s commitment to accelerate capability initiatives that stimulate the economy and support Australians.
“EOS will introduce a new-generation Remote Weapon Station capability to equip the Bushmaster and Hawkei protected mobility vehicles within a Battle Group,” Minister Reynolds said.
“This capability will improve targeting, and better protect our ADF personnel while on operations.”
Minister for Defence Industry Melissa Price said this announcement provides stability and continuity for EOS’ local workforce and suppliers.
“The project draws on Australian-owned and developed intellectual property, with more than 80 per cent of the parts sourced through the EOS’ Australian supply chain of more than 140 Australian companies,” Minister Price said.
“This will help to deliver ongoing certainty for the EOS workforce in engineering and support, and certainty for EOS’ national supply chain.”
Senator Jim Molan, who visited the EOS facility earlier this month, commended the expertise of the company and its team of more than 300 employees.
“The Morrison Government is committed to maximising opportunities for Australian industry to participate in Defence contracts, where there’s value for money and the highest quality capability can be acquired for our troops,” Senator Molan said.
This work with EOS forms part of the Standardisation of Protected Mobility Vehicles Fleet program within the 2020 Force Structure Plan.
Delivery of the new capability is expected to occur from December 2020 to December 2021.

Hawkei australiano entra en producción plena
Hawkei Ready to Enter Full Rate Production
Approximately 50 vehicles per month will be manufactured (all photos : Aus DoD)
Army’s new Australian-designed and built Hawkei protected vehicle is ready to enter full-rate production at Thales’ Protected Vehicles facility in Bendigo, Victoria.
The vehicle’s production will support more than 200 local jobs in Bendigo as Victoria deals with the current outbreak of COVID-19, as well as more across the national defence industry.
Minister for Defence, Senator the Hon. Linda Reynolds CSC said the vehicle has performed exceptionally well throughout comprehensive ballistic and blast testing, meeting Defence’s stringent requirements for protection.
“This is a highly effective capability being delivered in partnership between Defence and industry that builds on Thales’s iconic Bushmaster, which has been highly successful on operations overseas and exported around the world,” Minister Reynolds said.
“The Hawkei is a significant enhancement to existing land capability that will provide superior mobility, survivability and communications, while protecting the lives of our soldiers when operating in increasingly lethal and complex environments.
“This is yet another example of Defence and defence industry managing business practices in a COVID-19 safe manner to continue delivering ADF capability.”
Under project LAND 121 Phase 4, 1,100 Hawkei vehicles and 1,058 associated trailers will be delivered, with the full rate production vehicles expected to commence delivery from mid-2021.
Minister for Defence Industry, Melissa Price said the project demonstrates the Morrison Government’s commitment to maximising opportunities for Australian defence industry.
“The manufacture and ongoing support of the Hawkei vehicle creates significant long-term opportunities for Australian industry, including potential export opportunities, as we have seen with the Bushmaster vehicles,” Minister Price said.
“This Government is investing in the skills and knowledge base of Australia’s defence industry and delivering an internationally competitive and sustainable sovereign Defence industry.”
Senator for Victoria, Sarah Henderson said the vehicle’s production is a welcome boost to the Victorian economy.
“Approximately 50 vehicles per month will be manufactured out of the Thales Protected Vehicles facility in Bendigo until mid-2022,” Senator Henderson said.
“The Hawkei’s production will sustain around 210 jobs in Thales’ workforce in Bendigo, and around 180 additional jobs nation-wide as part of Thales's supply chain.
“For many small-to-medium enterprises, work on the Hawkei has provided business continuity and enabled investment in people and facilities, as well as diversification into other Defence projects and adjacent industries.”
Eighteen of Thales’s key 25 suppliers are based in Victoria, including:
-Albins Performance Transmissions, based in Ballarat, for the vehicle cross drive, steering rack, castings and shafts;
-Flexible Drive Agencies, based in Oakleigh, for the wiper and gear selector assembly;
-Thomas Warburton, based in Dandenong South, for fasteners and hardware; and
-Gough Transport Solutions, based in Noble Park, for the pneumatic system.
Defence plans to fit a quantity of the Hawkei protected mobility vehicles with the Electro Optic Systems Remote Weapon Stations.
The CEATAC radar, designed and built by CEA Technologies in Canberra, is also capable of being fitted onto the Hawkei utility vehicle and trailer.

Australia añade capacidad EW a sus Bushmaster
Australia to Get EW Attack Capability for Thales Bushmaster

Australian Army to acquire EW attack capability
Procurement of a new Australian Army electronic attack capability is set to begin this year. Indeed, acquisition of a force-level EW system that includes an attack component will be undertaken under Tranche 2 of Australia’s Land 555 Phase 6 programme.
Speaking to Shephard, a Defence spokesperson said an RfT is ‘indicatively scheduled for mid-2020,’ adding that this programme will allow the army’s EW capability ‘to be interoperable with joint and coalition partner electronic warfare systems’.
A contract is expected in 2021, with delivery completed by 2023. This is a year later than anticipated when Tranche 2 secured first pass approval in 2018 with the release of an invitation to tender.
That invitation stated the EW system would include electronic attack capable of jamming techniques, electronic support for detection, and C2 for networking and communication at the tactical, operational and strategic levels, and with battle management capabilities.
The spokesperson said Tranche 2 ‘is currently under review to further define capability requirements', but the new system will be ‘more tailored to specific missions and will allow the Australian Army to undertake more coordinated mobile electronic attacks and support ADF operations’.
The new EW systems will be fitted to Bushmaster vehicles and will be interoperable with EW systems acquired by the RAAF, Royal Australian Navy and Five Eyes partners.
Meanwhile, under Tranche 1 the construction of facilities to support 72 EW Squadron, part of the army’s 7th Signals Regiment at Borneo Barracks in Queensland are due to commence in July for completion by year’s end.
Tranche 1 will procure an additional six army EW systems beyond those purchased under the earlier Land 500 Phase 1 contract.
That saw Chemring Australia provide its Resolve 3 EW manpack system for A$18 million ($11.5 million) to replace the army’s existing Manpack Electronic Surveillance System. The company received an industry capability grant in 2013 to develop a range of military electronics systems in Australia.
The new facilities will ensure the army can support this new equipment in-country and contribute to further EW developments.
The Resolve manpack can provide full-spectrum surveillance to provide instant threat warnings, and direction finding to locate its origin. When operating with other units, it can use angle-of-arrival techniques to fix a target’s position.
The spokesperson said new systems procured under Tranche 1 ‘are required to be suitable for fitment to the Protected Mobility Electronic Platform variant Bushmaster, a trailer or other in-service protected mobility options’.
Elsewhere, the Land 4120 EW Rolling Programme is not expected to seek first pass government approval until 2024. Land 4120 aims to regularly enhance land EW capability based on immediate priorities to respond to emerging threats.
It is anticipated Land 4120 will ‘take an iterative approach to the project scope’ as a ‘multi-decade programme’ to ensure Australia can ‘maintain a technological edge over potential adversaries,’ and that investment in R&D and technology ‘is anticipated to be an enduring theme for Land 4120’.
