Egypt may order 12 Rafale more from France

Air Recognition

Egypt is likely to order a batch of 12 Rafale aircraft from French Dassault, during the visit of French President Emmanuel Macron this week in Egypt.

These 12 Rafale fighter jets, expected to be ordered by the Egyptian government, are to complete the first order of 24 Rafale jets Egypt had made in 2015. This first purchase, for an amount of $US 6 billion (including a FREMM multipurpose frigate and the supply of some missiles), is part of a real convergence between both governments on the Rafale issue.

This second purchase is in fact an option on the original contract of 2015, which mentioned the possibility for Egypt to pursue the negotiations on a new batch of Rafale fighters. In addition to that, Egypt is still considering purchasing other French equipment, such as a follow-on order for Gowind corvettes, and the completion of the Rafale contract could serve as a boost to France's efforts to secure a new arms deal with the Egyptian government.

Meko 200 para Egipto

Germany approves Meko 200 frigate export to Egypt

Navy Recognition

Spiegel Online, citing official documents, reported on January 2, 2019, that the German Federal Security Council has approved the export of a Meko 200 frigate to the Egyptian Navy. The frigate, produced by ThyssenKrupp, likely costs around 500 million euros, sources told the publication. Spiegel noted that Egypt may buy another frigate from the manufacturer in addition to the one it is approved for.

Over the last few years, Egypt has considered a new surface vessel buy, looking primarily at French and German products. The Egyptian Navy operates Gowind 2500 corvettes and a FREMM frigate purchased recently from France, but has evidently favored the German Meko 200 for its new purchase.

In November 2018, La Tribune reported that a deal between Egypt and Germany for four Meko 200s -- worth up to 2 billion euros -- had been inked two months prior. The publication noted that the Egyptian government was initially looking to purchase two Meko 200s, both to be built in Germany, but later adjusted its requirement to four vessels, one to be built in Egypt.

However, the deal was frozen soon after signing, according to La Tribune, stemming from Saudi pressure. The deterioration of Saudi-German relations, particularly after Saudi Arabia's killing of journalist Jamal Khashoggi, reportedly led to Riyadh putting a hold on providing funding for Egypt's purchase. Even so, Handelsblatt reported later in the month in November that a deal for two frigates at one billion euros had been finalized and a contract awarded for ThyssenKrupp.

"It is the first time to be held in Egypt," said Egyptian military spokesman Tamer al-Refaie in the statement, noting that the joint work aims at bolstering Egypt's military relations with fellow African states and creating harmony among African special forces dealing with terrorist threats. "It trains the participants forces on the way to deal with different terrorist threats such as militant groups, free hostages and work as one team with the forces of other friendly states," Refaie added. He noted that CEN-SAD states are divided into several groups that will have similar joint military exercises at different dates according to a specific timetable to include all them.

The drills seek to enhance the security and stability of Africa in confrontation of threats and challenges, according to the statement. The CEN-SAD member states include Libya, the founder, Egypt, Sudan, Nigeria, Burkina Faso, Ghana, Cote d'Ivoire, the Comoros, Mali, Liberia, Morocco, Tunisia, Guinea-Bissau, Mauritania, Gambia, Central African Republic, Eritrea, Benin, Senegal, Togo, Somalia, Niger, Chad, Djibouti and Sierra Leone. The remotely controlled air defence gun is considered a flexible solution against multifaceted targets. ntegrated into the 35mm platform are a tracking/sensor unit with X-band tracking radar and electro-optical sensors as well as electronic warfare components. This enables swift, autonomous engagement of externally assigned targets.

Two soldiers are required for the preparation of the Oerlikon Revolver Gun Mk3. Being remotely controlled increases the safety of personnel.

The Oerlikon Revolver Gun Mk3 can receive and process target data from 2D and 3D search radars. Integrated sensors and a fire control computer give the system an autonomous surveillance and target engagement capability. It can be controlled from a higher-echelon command post or via an operator station to which up to eight guns can be connected.

The tried-and-tested 35mm x 228 automatic cannon delivers compelling firepower and high precision. Coupled with Rheinmetall’s proprietary AHEAD airburst technology, the Oerlikon Revolver Gun Mk3 is extremely effective against practically all air and ground targets.

At Eurosatory 2016 Rheinmetall is presenting its new air defence gun as a possible effector for the Oerlikon Skynex – the Group’s new design for a fully networked, future ground-based air defence system.

Qatar row: Five countries cut links with Doha
BBC

Doha, capital de Qatar.

Qatar's government said it believed the move was "unjustified"
Saudi Arabia, Egypt, Bahrain, the United Arab Emirates and Yemen have cut diplomatic ties with Qatar, accusing it of destabilising the region.
They say Qatar backs militant groups including so-called Islamic State (IS) and al-Qaeda, which Qatar has denied.
The Saudi state news agency SPA said Riyadh had closed its borders, severing land, sea and air contact with the tiny peninsula of Qatar.
Qatar called the move "unjustified" with "no basis in fact".
The unprecedented move is being seen as a significant split between powerful Gulf countries, who are also close US allies.
It comes in the context of increased tensions between Gulf countries and their near-neighbour Iran. The Saudi statement accused Qatar of collaborating with Iranian-backed militias.

What has happened?

The diplomatic withdrawal was put into motion by Bahrain then Saudi Arabia early on Monday. Their allies swiftly followed.
SPA cited officials as saying the decision was taken to "protect its national security from the dangers of terrorism and extremism".
The three Gulf countries have given Qatari nationals two weeks to leave their territory.
In the latest developments:
The UAE has given Qatari diplomats 48 hours to leave the country. Abu Dhabi accuses Qatar of "supporting, funding and embracing terrorism, extremism and sectarian organisations," state news agency WAM said
The UAE state airline Etihad Airways said it would suspend all flights to and from Qatari capital Doha from 02:45 local time on Tuesday
Bahrain's state news agency said it was cutting its ties because Qatar was "shaking the security and stability of Bahrain and meddling in its affairs"
The Saudi-led Arab coalition fighting Yemen's Houthi rebels also expelled Qatar from its alliance because of Doha's "practices that strengthen terrorism" and its support to groups "including al-Qaeda and Daesh [IS], as well as dealing with the rebel militias", according to SPA.
All you need to know about Qatar
Food, flights and football at risk

What is the context?

US President Trump met Egyptian President Sisi and Saudi King Salman in Saudi Arabia two weeks ago
While the severing of ties with Qatar was sudden, it has not come out of the blue, as tensions have been building over recent years, and particularly in recent weeks.
Two weeks ago, the same four countries blocked Qatari news sites, including Al Jazeera. Controversial comments purportedly by Qatari emir Sheikh Tamim bin Hamad al-Thani criticising Saudi Arabia appeared on Qatari state media.
The government in Doha dismissed the comments as fake, attributing the report to a "shameful cybercrime".

Qatar says news agency was hacked

More broadly, there are two key factors driving Monday's decision: Qatar's ties to Islamist groups, and the role of Iran, Saudi Arabia's regional rival.
While Qatar has joined the US coalition against IS, the Qatari government has been forced to repeatedly deny accusations from Iraq's Shia leaders that it provided financial support to IS.
However, wealthy individuals in the emirate are believed to have made donations and the government has given money and weapons to hardline Islamist groups in Syria. Qatar is also accused of having links to a group formerly known as the Nusra Front, an al-Qaeda affiliate.
The SPA statement accused Qatar of backing these groups, as well as the widely-outlawed Muslim Brotherhood, and that it "promotes the message and schemes of these groups through their media constantly".

Where key countries stand on IS

Where does IS get its support?
Saudi Arabia, a Sunni majority country, also accused Qatar of backing Shia militants in Bahrain and in the eastern Saudi province of Qatif. Qatar has repeatedly denied ties to Iran in the past.
While on a visit to Riyadh two weeks ago, the US President Donald Trump urged Muslim countries to take the lead in combating radicalisation, and blamed Iran for instability in the Middle East.

What has been the reaction?

Qatar, which is due to host the football World Cup in 2022, was critical of the decision, in comments broadcast on Al Jazeera.
"The measures are unjustified and are based on claims and allegations that have no basis in fact," Al Jazeera quoted the foreign ministry as saying. It said the decisions would "not affect the normal lives of citizens and residents".
US Secretary of State Rex Tillerson, speaking in Sydney, urged the countries to resolve their differences through dialogue.
"I do not expect that this will have any significant impact, if any impact at all, on the unified fight against terrorism in the region or globally," he added.

Between Cairo and Suez, Egypt wants to build new capital
Plans are in the works for a brand new capital city not far from the current administrative seat. Gulf Arab allies have pledged billions in investments and central bank deposits for Egypt at an international summit.

Deutsche Welle

Housing Minister Mostafa Madbouly said Egypt would build an as-yet-unnamed administrative capital that would house 5 million people and provide 10 million jobs halfway between Cairo - currently home to 20 million people - and the Suez Canal. After building the 40-billion-euro city, which would draw its aesthetic inspiration from Cairo's late-19th and early-20th century British colonial districts, the government would relocate its buildings there, Madbouly told delegates at an investment conference in Sharm al-Sheikh.
Madbouly described a "sustainable city" to relieve urban crowding resulting from the expected doubling of Egypt's 88 million population over the next 40 years. Eventually, the new capital would expand to 700 square kilometers in size (270 square miles), much of it green spaces, linking up with the Suez Canal zone, Madbouly said, calling the project a source of "pride and inspiration" to young Egyptians.
The announcement came at the opening of a three-day sales pitch to neighbors and potential investors in the resort city of Sharm al-Sheikh attended by hundreds of business executives and world leaders. As the first phase of the ambitious program, Madbouly said, the government would expand the current outskirts of Cairo to the east, adding 105 kilometers (60 miles) of development.
"We are talking about a world capital," Madbouly said, adding that the city would have green streets "without any fast-moving cars," and 10,000 kilometers (6,000 miles) of roads and 200 kilometers of rail.

Expecting '$15-20 billion'

President Abdel Fattah al-Sissi has expressed optimism that the three-day conference will bolster both foreign investment and his international standing. US Secretary of State John Kerry arrived earlier on Friday to the Red Sea resort town of Sharm El-Sheikh, where hundreds of foreign dignitaries and businessmen will look into investing in the country after four years of tumult.
"I'm expecting here to see $15-$20 billion in agreements signed," Investment Minister Ashraf Salman told Reuters, adding that the deals would cover power plants, real estate and agricultural projects.
That number seemed within reach. Kuwait, Saudi Arabia and United Arab Emirates have offered $4 billion each. The UAE announced that it would deposit $2 billion of its pledge in the Egyptian central bank, while Saudi Arabia set aside $1 billion of its promised funds for the bank.
"We will work with you to absolutely secure the ambitious and important goals that you have laid out here today," Kerry said on Friday.

Alemania aprueba venta de armas a países de Oriente Medio

Germany approves weapons exports to Saudi Arabia
After a few weeks of uncertainty, Berlin has approved the delivery of military equipment to Saudi Arabia, Kuwait, and Egypt. Opposition politicians have accused the ruling coalition of putting profit before human rights.
DW

Germany's Federal Security Council approved the export of shooting simulation systems, target display devices and border security technology to Saudi Arabia on Wednesday, putting an end to weeks of confusion over whether the federal government was putting a freeze on all arms exports to the Kingdom.
While the Council stressed that no heavy weapons would be sent to the Saudis, they did authorize the delivery of 12 tanks to Kuwait. Also included among the deals green-lighted on Wednesday was a consignment of 240 two-way radios to Egypt.

Sharp critique for the federal government

The opposition Greens and Left parties were extremely critical of the ruling coalition allowing German firms to do business with nations holding dubious human rights records.
"Angela Merkel remains true to herself: Human rights count less to the federal government than arms exports," said Left party foreign policy spokesman Jan Van Aken.
Van Aken demanded that all weapons exports to Saudi Arabia should be "stopped completely" and Greens party spokesperson for security policy Agnieszka Brugger decried the government for "providing…weapons and other military equipment to third-party countries where human rights are systematically violated."
"This includes Egypt as well as Saudi Arabia," Brugger added, "where 183 death sentences were handed down only two days ago."
Both Van Aken and Brugger referenced the case of blogger Raif Badawi being sentenced to 1,000 lashes and 10 years in prison for "insulting Islam," which Foreign Minister Frank-Walter Steinmeier also called a "cruel" punishment.
Amnesty International called for a protest outside the Saudi embassy in Berlin on Thursday to call attention to Raif's case.

Los mejores SAM protegen las pirámides

Rusia suministra misiles S-300 a Egipto

Russia, Egypt Reach Initial $3 Bln Arms Deal – Report

MOSCOW, February 14 (RIA Novosti) – Egypt has reached an initial agreement on how to implement a new Russian arms delivery deal worth over $3 billion, Vedomosti newspaper reported Friday.
Egypt's defense minister and likely new president Field Marshal Abdel Fattah el-Sisi negotiated the agreement, aimed at replacing decreased assistance from Washington, during talks in Moscow on Thursday between Russian and Egyptian foreign and defense ministers. The military leader was warmly received by Russian President Vladimir Putin during his first trip abroad following his seizure of power in a coup last year.
Vedomosti cited Russian defense sources as saying that at the meeting the sides initialed or signed contracts for the delivery of MiG-29M/M2 Fulcrum fighter jets, air defense missile complexes, Mi-35 helicopters, coastal anti-ship complexes, light weapons and ammunition.
The arms deal was originally proposed during a November visit by Russian Foreign Minister Sergei Lavrov and Defense Minister Sergei Shoigu to Cairo. Various media reports have indicated the value of the deal could be several billion dollars.
The deal is reportedly to be funded mainly by Saudi Arabia and the United Arab Emirates.

No announcement on the arms deal was made following Thursday’s meeting. Putin said, however, that Russia was prepared to strengthen cooperation with the country following presidential and parliamentary elections.
El-Sisi has taken firm control over the country since the ouster of Islamist former President Mohammed Morsi in July. The often violent crackdown unleashed by the el-Sisi government has led to a cooling in relations with Washington, which announced in October that it would slash longstanding military aid to Cairo.
According to US officials, aid cuts included halting shipments of F-16 fighter jets, Apache helicopters, M1A1 tanks and advanced anti-ship missiles.
Moscow is apparently seeking to exploit the Egyptian demand for defense materiel created by US disengagement.

Egipto va por el MiG-29M2

Russia and Egypt arms deal for MiG-29M2

Egypt has reportedly struck a deal with Russia to buy $2 billion worth of military equipment. This is according to the Egypt Independent who has cited a senior official in Cairo. Saudi Arabia and the UAE have agreed to pay the price on Egypts behalf.
According to the source, Moscow and Cairo spent the past few weeks thrashing out the new arms deal, which was first tabled in November 2013 when Russian Foreign Minister Sergei Lavrov and Defense Minister Sergey Shoigu came to Cairo on an official visit.

The first batch of cutting-edge Russian weapons will be delivered by the mid-2014. The money will be paid in installments, the paper said.
