Bajo cielos grises, la fragata HMNZS Te Mana de la Armada Real de Nueva Zelanda navegó triunfalmente hoy al puerto de Waitemata y recibió un merecido Ceremonial Homecoming luego de la finalización de una actualización de sistemas de fragata de tres años en Canadá.

Mientras los saludos de armas desde el barco y la costa resonaban alrededor del puerto, más de 700 amigos y familiares emocionados se alinearon en el muelle y saludaron a la tripulación de 175 miembros con una mezcla de vítores, pancartas y globos de helio y gritos de emoción.

Los marineros realizaron un haka entusiasta en el muelle cuando el barco se acercó y recibió una respuesta igualmente apasionada de la tripulación del barco.

El oficial al mando, el comandante Mike Peebles, abandonó el barco para saludar a su familia.

Lo siguió el suboficial Jacob Biddle, quien se arrodilló en el muelle y le propuso matrimonio a su compañero, quien dijo 'sí' a un coro de vítores. Luego, el resto de la tripulación desembarcó entre escenas de emoción de amigos y familiares.




También dieron la bienvenida al barco y a la tripulación de regreso a casa el Ministro de Defensa Peeni Henare, el Secretario de Defensa Andrew Bridgman y el Jefe de la Marina, el Contraalmirante David Proctor.

El contraalmirante Proctor dijo que era un muy buen día para la Armada.

“Con el HMNZS Te Kaha actualizado ya en casa, el regreso del HMNZS Te Mana marca el siguiente paso en la restauración de la capacidad de combate de la Marina Real de Nueva Zelanda”, dijo.

An internal Defence Department report has pulled back the curtain on the damage caused by an errant test on one of Canada’s four submarines last year, suggesting some of the damage is permanent and could continue to pose a risk over the long term.

Obtained by The Canadian Press through Access to Information, the report represents another setback for Canada’s four submarines, which have spent more time in repairs than at sea since being bought second-hand from Britain in 1998.

HMCS Corner Brook has been hit particularly hard, with the vessel docked for extensive repairs and maintenance for the past six years after striking the bottom of the ocean off B.C. in 2011. A fire also broke out while it was docked in Victoria in August 2019.

The report confirms that one of Corner Brook’s main ballast tanks ruptured last March during a test by Babcock Canada, which has been contracted to maintain and repair the sub fleet since 2008. The government recently extended Babcock’s contract to 2023.

“The test consisted of the tank being largely filled by water with air added to apply the required test pressure,” reads the Aug. 6, 2020 report prepared for the deputy minister of the Department of National Defence.

“After the tank successfully met this requirement, the final step was to drain the tank. This was intended to be done by gravity, however members of the test team attempted to accelerate drainage of the tank by re-applying pressure.

“In doing so, they inadvertently over-pressurized the tank and caused it to rupture.”

Defence officials have previously said the incident would delay the Navy’s plans to get the Corner Brook back in the water. The submarine was supposed to return to service last summer, but will now remain docked until at least June.

Yet the report suggests even after repairs are done, some of the damage will be lasting and will need to be monitored by the Navy.

“A full repair of the damage is impractical and would not be economical,” the report reads. “There is the potential that the post-repaired condition will still present undesirable risk, in which case the residual risk will be presented to the Navy for acceptance.”

The report underscores the importance of maintaining the “structural integrity” of main ballast tanks to the safe operation of a submarine. They are used in controlling whether the vessel goes up or down in the water.

“Otherwise the submarine may not be able to surface (including surfacing from depth in an emergency due to flooding) or remain stable on the surface, either of which could lead to loss of the submarine,” the report reads.

Despite the damage, the report said the repairs and upgrades done to the Corner Brook since it was last in the water would see the submarine “in a significantly refreshed and modernized state, ready to operate for nine years.”

Canada’s top military procurement official said in an interview last week that the ballast tank was successfully tested recently and the plan remains to have the Corner Brook back at sea in the summer.

“When it goes to the sea, it will be safe and fit for purpose,” added Troy Crosby, the assistant deputy minister of materiel at the Department of National Defence.

“There’s always an ongoing monitoring happening, but ... it’ll be safe, and it’ll be fit for purpose.”

Crosby would not speak to whether the submarine will be limited in what it can do, however. The military has previously imposed limitations or restrictions on other equipment, such as its Cyclone helicopters, after safety concerns were identified.

“The limitation that may be imposed on the submarine will ... allow the submarine to do what it needs to do operationally with the Navy,” he said.

“It’s an awkward area simply because of the sensitivity around capabilities. We get into an area of sensitive information around operational capabilities that we just can’t get into the details.”

The report indicates that Babcock planned to “accept liability for the direct repair cost,” but that “indirect costs will be the subject of negotiations between Canada and (Babcock).” Crosby said there was no plan to sue the company for the mistake.

“The contractor is honouring their obligation,” he said. “They were very good about their response to that and we’ll have the submarine, as they say, repaired and we’ll move on from there.”

Questions about the benefits and costs of Canada’s submarines have circulated since Ottawa purchased the vessels second hand from Britain. The fleet was recently docked for more than a year, and the Defence Department says they cost $300 million a year to maintain.




Military officials, however, have called them critical to monitoring the waters off Canada’s coasts for potential adversaries. The Defence Department says HMCS Windsor and HMCS Victoria are now in the water undergoing tests after extended upgrades and repairs.

The government promised in 2017 to extend the lives of the submarines, with sources pegging the cost at more than $2 billion to keep them operating for the next decade. Crosby said work on those upgrades is underway and will be implemented over the next few years.

The military is advising people in the Toronto area to expect a large number of its personnel and vehicles on the roads starting on Monday.

The Department of National Defence says members of the Joint Task Force Central will be heading from units across Ontario to Canadian Forces Base Borden.

The movement is part of the government’s fight against COVID-19.

Hundreds of Canadian Armed Forces members will be involved.

The department says the aim is to form a task force at Borden.

The troops will then be ready to respond to any requests from the government to help deal with COVID-19 or potential spring flooding.

Viking Air has secured a launch order for its new-generation CL-515 water bomber from Indonesia, with a seven-unit deal that also includes a single modernised CL-415EAF.

Jakarta will acquire four CL-515s in a "first responder" multimission configuration, and two examples delivered in a configuration optimised for aerial firefighting missions. Deliveries are set for 2024. No value was disclosed for the transaction.

In addition, the agreement provides for the enhancement of a CL-215 to the new CL-415 Enhanced Aerial Firefighter standard.

Upgrade work is to be performed by Viking sister company Longview Aviation Services.

Although the agreement with Indonesia is a firm one, it still hinges on parent company Longview Aviation Capital approving the launch of production.'



The CL-series programme was acquired by Longview from Bombardier in 2016.

"We are thrilled to welcome Indonesia as the first customer for this extraordinary aircraft," says David Curtis, chief executive of Longview Aviation Capital, describing the contract as a "major milestone" in bringing the twin-turboprop to market.

"The confidence of a sovereign government in our programme is matched by our own confidence in our ability to deliver this new aircraft platform to the world."

Curtis says it is nearing a decision on manufacturing and final assembly sites for the CL-515 and expects to "complete the remaining programme milestones in the near future".

Royal New Zealand Navy frigate HMNZS Te Mana has arrived in Canada to start her combat management system upgrades.

The ship pulled into Canadian forces base Esquimalt on March 12 and will be modernized at Seaspan’s shipyard in Victoria, British Columbia.

Te Mana is starting the upgrade after completing a five-month engagement in the Asia-Pacific region.

The first of two NZ Navy Anzac-class frigate, HMNZS Te Kaha, started the 10-month refit in March 2018.

The contract for the upgrade of the Royal New Zealand Navy’s two Anzac-class frigates was signed between the New Zealand government and Lockheed Martin Canada on April 29, 2014.

Under the terms of the contract, Lockheed Martin Canada is responsible for the design, installation and integration of the CMS and a combat system trainer for the Devonport Naval Base in Auckland, as well as the procurement of new sensor and weapon systems for HMNZ ships Te Mana and Te Kaha.

Lockheed Martin Canada’s CMS 330 combat management system was initially developed for Canada’s Department of National Defence and then modified for the Royal New Zealand Navy with Canada’s support.

In addition CMS upgrades, the frigates will also be receiving MBDA’s Sea Ceptor vertical launched, active Common Anti-Air Modular Missile (Maritime) – CAMM(M) which will replace the current RIM7P NATO Seasparrow missile system.

On February 08, the Honourable Carla Qualtrough, Minister of Public Services and Procurement and Accessibility, announced that the Government of Canada has officially selected Lockheed Martin Canada for the design of 15 new Canadian Surface Combatants that will be built at Irving Shipbuilding’s Halifax Shipyard.

Through the National Shipbuilding Strategy, the Government of Canada is ensuring that the Royal Canadian Navy has the ships needed to carry out its important work, while creating significant economic benefits from coast to coast to coast.

The winning bid is based on the BAE Systems Type 26 Global Combat Ship. The Government of Canada and Irving Shipbuilding will work alongside Lockheed Martin Canada to customize the ship design to meet Canada’s requirements and to incorporate Canadian systems and equipment. This design work is expected to take three to four years to complete. Construction is set to begin in the early 2020s.

The initial contract with Irving Shipbuilding is valued at $185 million (including taxes) and will increase as design work progresses, resulting in significant benefits across the Canadian economy. The Industrial and Technological Benefits Policy will apply to this contract, ensuring that for every dollar the government puts into this contract, a dollar goes back into Canada’s economy.

The National Shipbuilding Strategy is a long-term commitment to domestic shipbuilding that is about revitalizing and reinvigorating a world-class marine industry that equips the Royal Canadian Navy and the Canadian Coast Guard, supports Canadian technological innovation, creates well-paying stable employment and benefits the economic prosperity of Canada’s coasts and waterways.

Contracts awarded to date through the National Shipbuilding Strategy will contribute an estimated $10.9 billion of gross domestic product and create or maintain more than 10,000 jobs during the period of 2012 to 2022.

Representatives from the Royal Australian Air Force and the RCAF will mark the arrival of the F-18 jets that morning. Only local media have been invited to cover the event.

The aircraft will be used to bolster the RCAF’s CF-18 fleet.

Pat Finn, assistant deputy minister for materiel at the Department of National Defence, told Postmedia in a recent interview that he expected the first two jets in the spring but there was hope they could arrive earlier. The two aircraft will be prepared for flying as quickly as possible.

“I would say it could be by the summer the first couple are on the flight line and painted with the maple leaf,” Finn said.

A second group of planes would arrive later this year. Eighteen of the Australian F-18 aircraft will eventually be flying for the Canadian Forces, while another seven will be used for testing and spare parts.

Canada is paying Australia $90 million for the aircraft. The federal government originally estimated the purchase of the Australian jets would cost around $500 million, but Finn said that price reflected every aspect of the associated deal, not just the cost of purchasing the jets. Canada is also acquiring extra spare parts, the Australian jets will have to be outfitted with specific Canadian equipment and software and testing will be needed.

The $500-million project estimate also included $50 million in contingency funds to cover any problems and another $35 million for the salaries of all civilian and military personnel involved over the life of the project. An additional $30 million will be spent on new infrastructure needed to accommodate the aircraft.

Those costs add up to $360 million, Finn said. But DND also plans to upgrade its existing fleet of CF-18s with new communications gear and equipment required to meet regulations to operate in civilian airspace, improvements which the Australian jets will also eventually receive at a cost of around $110 million, an amount that brought the original estimate to nearly $500 million.

The Liberal government had planned to buy 18 new Super Hornet fighter jets from U.S. aerospace giant Boeing to augment the Royal Canadian Air Force’s CF-18s until new aircraft can be purchased in the coming years.

But in 2017 Boeing complained to the U.S. Commerce Department that Canadian subsidies for Quebec-based Bombardier allowed it to sell its C-series civilian passenger aircraft in the U.S. at cut-rate prices. As a result, the administration of U.S. President Donald Trump enacted a tariff of almost 300 per cent against the Bombardier aircraft sold in the U.S. In retaliation, Canada cancelled the deal to buy the 18 Super Hornets, which would have cost more than US$5 billion.

Instead of buying the new Super Hornets, the Liberals decided to acquire the used Australian jets.

Defence Minister Harjit Sajjan has said the extra jets are needed to deal with a “capability gap,” as Canada does not have enough fighters to handle its commitments to NATO as well as protecting North America.

But Conservative MPs say the capability gap doesn’t exist and was concocted by the government to delay a larger project to buy new jets, a competition that might end up selecting the F-35 stealth fighter that during the 2015 election campaign the Liberals vowed never to purchase.

Procurement minister Carla Qualtrough said at the CANSEC military equipment trade show last week that she expects the first two used Australian F-18s to be delivered in 2019.

But she told journalists that she still doesn’t have a final cost for taxpayers for the deal of the 18 used aircraft, spares, weapons and other related equipment. The Liberal government has set aside up to $500 million for the purchase.

Qualtrough said negotiations are still ongoing so she won’t have a final tally until later.

Pat Finn, the Department of National Defence’s assistant deputy minister of materiel, recently noted that the Canadian government has received what’s called a letter of cost proposal on the proposed sale. He expects that a deal will be in place by the end of the year with deliveries to begin in the summer of 2019.

The Liberal government originally planned for the arrival of the first used aircraft in January 2019.

Australia needs the approval of the U.S. State Department to transfer the aircraft to Canada. Approval is needed because the F-18s were built in the U.S. with American technology.

The federal government has confirmed that the Australian aircraft will be operating alongside the RACF’s other CF-18s at Bagotville, Que., and Cold Lake, Alberta. “The aircraft will be employed at 3 Wing Bagotville and 4 Wing Cold Lake,” the government noted earlier this year. “DND is currently reviewing infrastructure requirements to accommodate the additional aircraft. Any modifications are expected to be minimal as the supplemental jets are of similar age and design to the CF-18.”

Minister for Defence, Senator the Hon Marise Payne, today announced the Government has agreed to the sale of 18 Royal Australian Air Force F/A-18 A/B Classic Hornets to the Government of Canada.

The offer follows an expression of interest from the Canadian Government received in September. The sale of the aircraft and associated spares remains subject to final negotiations and Country of Origin export approvals.

Defence plans to withdraw its fleet of F/A-18A/B Classic Hornets from service by 2022, which will be progressively replaced by the F-35A Joint Strike Fighter, Australia's new fifth-generation air combat capability.

Minister Payne spoke with her Canadian counterpart, Minister for National Defence Harjit Sajjan, to welcome the sale.

“Australia greatly values our longstanding and broad bilateral defence relationship with Canada, and this decision is another example of our close and strong partnership,” Minister Payne said.

“The aircraft will supplement Canada’s existing fleet as it develops and implements its plan to replace the Royal Canadian Air Force fighter jet fleet.

Transfer of the first two aircraft is expected to occur from the first half of 2019, in line with the current plan to transition to the Joint Strike Fighter.

Australia’s first two Joint Strike Fighters are expected to arrive in Australia at the end of 2018.

The Canadian government is looking into buying second-hand fighter jets in Australia – instead of a new fleet of 18 Super Hornets – as it tries to force Boeing Co. to drop its trade dispute against Bombardier Inc., sources said.

Federal officials said the government is refusing to sign a planned multibillion-dollar contract for Super Hornets as long as Boeing pursues its complaint against Bombardier at the International Trade Commission in the United States.

A final decision to pull the plug on the Super Hornet contract has not been made, but tensions with Boeing are quickly escalating and the government is looking at all options to increase the pressure on the firm, the officials said.

A Canadian delegation travelled to Australia last month to see whether second-hand F/A-18 fighter jets, which are being placed on the market by the country's military, could fit Canada's needs for an "interim" fleet.

In addition, Prime Minister Justin Trudeau called Eric Greitens, the Governor of Missouri, where Boeing's Super Hornets are assembled, to highlight the billions of dollars and thousands of jobs that are now in play.

"Canada is reviewing current military procurement that relates to Boeing, as Boeing is pursuing unfair and aggressive trade action against the Canadian aerospace sector. Meanwhile, Boeing receives billions in support from U.S. federal, state and municipal governments," the Prime Minister's Office said on Tuesday.

Federal officials said that Boeing recently walked away from discussions with the federal government to find a way to settle the Bombardier dispute. Canada's Minister of Foreign Affairs Stéphane Dion has recently blocked the sale of military equipment to Thailand, the Canadian government has confirmed to IHS Jane's.

A spokesperson for Global Affairs Canada (GAC) - the government department that oversees the country's foreign relations and trade - did not provide details about the type of equipment that was barred from sale but said the value was "modest".

The spokesperson indicated that the sales ban was decided on a case-by-case basis and that it was a response to Canada's concerns about Thailand's human rights record. The Southeast Asian country has been governed by the military since a coup d'etat in May 2014 (Jane's)

SINGAPORE, Feb. 18 (UPI) -- Canada-based Héroux-Devtek and South Korea's Hanwha Corporation have teamed to design and develop a landing gear system for a new Korean jet fighter.

Under terms of a memorandum of understanding announced at the Singapore Airshow, the work by the two companies will be carried out over the next several years.

Based on current program expectations, mass production of the KF-X fighter by Korea Aerospace Industries should start in 2023. A total of 120 fighters are expected to be produced by 2032.

"Héroux-Devtek is proud to expand its global reach in the landing gear market by collaborating on a new program and joining forces with Hanwha, one of South Korea's leading aerospace systems manufacturers," said Gilles Labbé, president and chief executive officer of Héroux-Devtek.

The Canada-based company specializes in the design, development, manufacture and repair and overhaul of landing gear and actuation systems. Hanwha's expertise is in field of hydraulics.

Toronto, Canadá - Canadá lanzó hoy sus primeros ataques aéreos contra fuerzas del Estado Islámico (EI) en Siria según confirmaron las autoridades militares canadienses.

El Ministerio de Defensa de Canadá dijo en un comunicado que cazabombarderos canadienses CF-18 "Hornet" "realizaron sus primeros ataques en Siria desde que el Gobierno tomó la decisión de extender y expandir Operación Impacto, la contribución militar canadienses a la coalición liderada por Estados Unidos" contra EI.

Las autoridades militares canadienses añadieron que los ataques fueron realizados por dos CF-18 que utilizaron "municiones guiadas de precisión" contra una plaza fuerte de EI en la localidad siria de Ar Raqqah.

En el ataque a la posición yihadista también participaron otros ocho aviones de países de la coalición, incluidos seis de Estados Unidos.

Exministro canadiense: "Las armas nucleares asustan a los extraterrestres"

Los extraterrestres creen que las armas nucleares que existen en la Tierra amenazan al cosmos, según afirmó el exministro de Defensa canadiense Paul Hellyer.



En una entrevista que concedió a RT, el político dijo que las últimas décadas han visto el crecimiento de la presencia extraterrestre en la Tierra debido a que los humanos inventaron la bomba nuclear.

"Temen mucho que podamos ser tan estúpidos como para volver a usar armas nucleares, y eso causaría un gran daño, tanto a nosotros como a ellos", dijo Hellyer, ministro de Defensa del país norteamericano entre 1963 y 1967.

Hellyer, de 90 años de edad, aseguró que los alienígenas llevan miles de años visitándonos y que hay gente que ya está denunciando lo que los Gobiernos saben y ocultan sobre estas visitas.

Según él, cada visita responde a una sencilla pregunta: "¿Qué demonios están haciendo hoy en esta casa de locos?".

Hellyer, quien lleva varios años realizando semejantes declaraciones, dijo haber visto un ovni, que describió como una "estrella". También mencionó que "la estrella de Belén fue uno de los platillos voladores de Dios".

El exministro, que anteriormente creía que existían entre 2 y 12 especies extraterrestres, ahora sostiene que podrían ser hasta 80, según informaciones que ha recibido.

Según el político, algunos son altos ("rubios nórdicos) y otros son bajos de estatura ("bajos grises") parecidos a algunos dibujos que los pintan con una gran cabeza y grandes ojos marrones. Solo una o dos especies podrían ser peligrosas, sostiene.

Relató que dos criaturas extraterrestres femeninas fueron de compras en Las Vegas vestidas de monjas .

"Ellos están aquí entre nosotros y no tengo miedo, porque en la mayoría de los casos, en lo que se refiere a las tecnologías, están a años luz de nosotros y hemos aprendido muchas cosas de ellos", aseguró.

Entre las tecnologías compartidas mencionó los chalecos antibalas Kevlar, los diodos emisores de luz (LED) y los circuitos integrados.

"Podríamos conseguir muchas más, sobre todo en medicina y agricultura, si las utilizáramos con fines pacíficos", dijo.

Sin embargo, dijo que cree que "algunos entre nosotros están más interesados en obtener tecnologías militares".
