Hungría compra AIM-120C-7

Hungary to purchase American AIM-120C-7 Advanced Medium Range Air-to-Air Missiles

The U.S. State Department has made a determination approving a possible Foreign Military Sale to Hungary of one hundred and eighty (180) AIM-120C-7 Advanced Medium Range Air-to-Air Missiles (AMRAAM ) with support for an estimated cost of $500 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on August 27, 2019.

The Government of Hungary has requested to buy one hundred and eighty (180) AIM-120C-7 Advanced Medium Range Air-to-Air Missiles (AMRAAM), and four (4) spare AIM-120C-7 AMRAAM guidance sections. Also included are four (4) spare AIM-120C-7 control sections, six (6) AMRAAM training missiles (CATM-120C), missile containers, classified software (for the AN/MPQ-64F1 Sentinel Radar requested by Hungary through Direct Commercial Sale), spare and repair parts, cryptographic and communication security devices, precision navigation equipment, other software, site surveys, weapons system equipment and computer software support, publications and technical documentation, common munitions and test equipment, repair and return services and equipment, personnel training and training equipment, integration support and test equipment, and U.S. Government and contractor, engineering, technical and logistics support services, and other related elements of logistical and program support. The total estimated cost is $500 million.

This proposed sale will support the foreign policy and national security of the United States by improving the security of a NATO ally, which is an important force for political stability and economic progress in Europe. This sale is consistent with U.S. initiatives to provide key allies in the region with modern systems that will enhance interoperability with U.S forces and increase security.

Hungary intends to use these defense articles and services to modernize its armed forces and expand its capability to deter regional threats and strengthen its homeland defense. This sale will contribute to Hungary's interoperability with the United States and other allies. Hungary should not have any difficulties absorbing this equipment into its armed forces.

The AIM-120 Advanced Medium-Range Air-to-Air Missile, or AMRAAM (pronounced AM-ram), is an American beyond-visual-range air-to-air missile (BVRAAM) capable of all-weather day-and-night operations.

The AIM-120C deliveries began in 1996. The C-variant has been steadily upgraded since it was introduced. The AIM-120C-6 contained an improved fuse (Target Detection Device) compared to its predecessor. The AIM-120C-7 development began in 1998 and included improvements in homing and greater range (actual amount of improvement unspecified). It was successfully tested in 2003 and is currently being produced for both domestic and foreign customers.

In addition to 44 new-build Leopard 2A7+ tanks and 24 new PzH 2000 self-propelled guns, Hungary is also buying 12 used Leopard 2A4s for training. (KMW photo) MUNICH --- NATO and EU member state Hungary is modernizing its land forces and seeking a European alliance for its equipment.

As part of this modernization process, Hungary signed a contract for the procurement of 44 new Leopard 2 A7+ main battle tanks and 24 new PzH 2000 howitzers with German defense technology company Krauss-Maffei Wegmann (KMW) on December 19th, 2018.

In addition, Hungary is procuring 12 used Leopard 2 A4 main battle tanks from KMW’s inventories for training purposes. The project represents a further step toward greater interoperability between European armed forces.

Hungarian Defense Minister Tibor Benkő emphasized that the contract would strengthen the smooth and extensive cooperation between the German and the Hungarian Armies.

Krauss-Maffei Wegmann, a member of the German-French defense technology group KNDS, leads the European market for highly protected wheeled and tracked vehicles. At locations in Germany, Brazil, Greece, Mexico, Singapore, the United Kingdom and the USA more than 4.000 employees develop, manufacture and support a product portfolio ranging from air-transportable, highly protected wheeled vehicles through reconnaissance, anti-aircraft and artillery systems to main battle tanks, infantry fighting vehicles and bridgelaying systems.

Saab has signed an order to provide enhanced aircraft maintenance capability to the Hungarian Air Force, using the mobile solution Deployable Aircraft Maintenance Facility, the Swedish defense contractor said on December 19, 2018.

Deployable Aircraft Maintenance Facility (DAM) is a mobile hangar solution that enables enhanced aircraft maintenance capacity combined with superior protection. DAM provides capability equivalent to stationary maintenance infrastructure, but at a fraction of the cost.

“This is an important breakthrough for Saab as it marks the first order of the DAM, a fairly new offering in our product portfolio, however based on solutions with previous proven performance. It is a proof of our continued capability to deliver support solutions allowing air forces to combine operational availability with cost efficiency,” says Ellen Molin, Senior Vice President and head of Saab’s business area Support and Services.

The Hungarian Air Force is currently operating 14 Gripen fighter aircraft on a lease-purchase agreement with the Swedish government. DAM will provide the Hungarian Air Force with an increased level of flexibility and reduce their dependency on stationary infrastructure for maintenance and protection of their Gripen fleet. A DAM solution can be rapidly deployed (in less than 48 hours) to enable sustainment of self-sufficient operations for extended periods of time, in any location, regardless of whether they are domestic or overseas.

The solution will be delivered in 2019.

Weapons manufactured by the Czech enterprise Ceska Zbrojovka (CZ) were chosen by the Hungarian Ministry of Defense as standard small arms. On 28 March 2018, the Hungarian Ministry of Defense’s enterprise NM Arsenal signed an agreement with Ceska Zbrojovka worth about 100 million euros, for the organization of production at NM Arsenal of 5.56 mm assault rifles BREN 2, 9mm submachine guns Scorpion EVO 3 and pistols R-07 and R-09 under license and with the assistance of CZ.

At the first stage it is planned to assemble from the supplied CZ kits with the subsequent localization of serial production. In total, the agreement provides for the possibility for NM Arselan of manufacturing up to 200,000 weapons under CZ license, with the right of export.

At a ceremony held on December 11 in Budapest, Hungarian Defense Minister Benko Tibor said that more than 10,000 weapons of these types had already been made at NM Arsenal and that it is planned to start organizing localized production lines there in the near future. This will allow Hungary to restore competence in the production of automatic weapons. The minister also said that it is planned to organize the production in Hungary of cartridges for the specified types of weapons, and gunpowder.

Although CZ created a new generation of automatic weapons – CZ 805/806/807 – under the BREN brand which is very popular on the world market, but Hungary has become the third state after the Czech Republic and Slovakia to adopt this model family as standard for its army. To date, the Hungarian armed forces used the AK-63 assault rifles - the local variant of the Kalashnikov AKM assault rifle, chambered for 7.62 x 39 mm, produced by the machine-building association Fegyver-és Gépgyártas Részvénytársaság (FEG) in Cepele as the main model of individual automatic weapon. The production of automatic weapons by FEG was lost after 2000. On 11 December 2018, Budap Tibor’s Minister of Defense of Hungary held a ceremony in Budapest in Petarf’s barracks, in Kiskunfeledhaz. The first lots of 5.56mm automatic rifles CZ 806 BREN 2, 9mm submachine guns Scorpion EVO 3 and pistols R-07 and R-09 were delivered to the Hungarian armed forces.

Hungarians are calling for changes to the voting process they say has given Prime Minister Viktor Orban's party an unfair advantage. International observers have also queried the fairness of the recent national election.

Thousands of Hungarians rallied in Budapest on Saturday in protest of what they saw as a rigged electoral process that gave Prime Minister Viktor Orban a fourth term in office last week. The motto of the rally was "We are the majority."

"We want to live in a state of law, where checks and balances are present …We want to live in a real democracy," said organizer Viktor Gyetvai.

Hungary's April 8 general election has also been criticized by international observers such as the OSCE, which described the campaign as marked by "intimidating and xenophobic rhetoric, media bias and opaque campaign financing."

The organization also criticized the amount of public funds made available to Orban's ruling party, Fidesz, a right-wing populist party.

There have been multiple reports of irregularities at polling stations, all to Fidesz' advantage.

'Filthy Fidesz!'

Shouting slogans like "Vik-tator!" and "Filthy Fidesz!" marchers headed towards the center of government in Budapest. Amongst other things, they were calling for a change in the rule that has allowed Fidesz to maintain a super-majority in parliament despite winning only around 50 percent of the vote.

Outside Hungary, not just the OSCE has slammed Orban's campaign rhetoric demonizing migrants, and EU Commission President Jean-Claude Juncker even jokingly called the Hungarian premier a "dictator" to his face after a summit.

The 54-year-old politician has been in power since 2010. Under his administration Hungarians have complained about a clampdown on the free press, overreach into the country's judiciary, and questionable election practices.

Rusia realizará vuelos de observación en Rumanía y Hungría

Entre el 25 y el 31 de mayo un grupo de inspectores aéreos rusos llevarán a cabo una serie de vuelos de observación en el espacio aéreo de Hungría y Rumanía en el marco del Tratado de Cielos Abiertos, según ha declarado el jefe del Centro Nacional de Reducción del Riesgo Nuclear, Serguéi Ryzhkov.


Según Ruzhkov, al bordo de un avión ruso An 30B habrá especialistas húngaros y rumanos que supervisarán el trabajo de los inspectores rusos.

Rusia ofrece a Polonia la partición de Ucrania

El vicepresidente de la Duma del Estado de la Federación Rusa, Vladimir Zhirinovsky, le envió una carta oficial a la cancillería polaca, proponiendo la repartición de territorio ucraniano entre Rusia, Polonia, Hungría y Rumania. La increíble propuesta dejaría a Kiev sólo con la actual parte central del país y sin salida al mar.

La nota remitida al Ministerio de Relaciones Exteriores de Polonia propone a ese país que exija la realización de un referéndum para la secesión de las regiones ucranianas de Volin, Lviv, la provincia de Ivano-Frankovsk, Ternopil y Rivne, para luego ser anexadas a Polonia.

Asimismo, ofrece que Hungría y Rumania se hagan con el control de las regiones de Transcarpacia y Chernivtsi, mientras Rusia se quedaría con las zonas oriental y sur de Ucrania.

Esta no es la primera vez que Zhirinovsky expone esta idea. La semana pasada, durante una sesión de la Duma, recordó que las zonas mencionadas pertenecían a esos países y habían sido ocupadas por la Unión Soviética de Stalin y agregadas a Ucrania, por lo que correspondía negociar con esos Estados miembros de la OTAN la "recuperación" de esos territorios.

En la carta recibida por la cancillería polaca, además de repetir esa tesis, el dirigente ruso asegura que Ucrania es un conglomerado de diferentes pueblos con diferentes mentalidades, constituyendo una causa frecuente de sangrientos conflictos.

Sobre el contenido de la nota, el portavoz del Ministerio de Relaciones Exteriores de Polonia, Marcin Wojciechowsky, comentó que "las propuestas son tan peculiares que nadie las toma en serio", agregando que igualmente se le remitirá "una respuesta de cortesía".

¿Hungría vuelve al fascismo?

Gobierno expresa placer en violar todos los principios de la Unión Europea

Como si no lo suficiente los numerosos problemas que enfrentan a un desastre a causa de la zona euro, he aquí que la Unión Europea tiene ahora una nueva papa caliente en sus manos. Y grandes. Todo un país. Se trata de Hungría, que forma parte del bloque europeo y cuyo primer ministro, Viktor Orban, ha provocado constantemente Bruselas. 

Por primera vez en sus discursos y hace unos días, a través de nuevas leyes, el gobierno de Orban, que representa a la derecha dura Hungría y autoritario, se ha estado manifestando un placer espectacular enfermos en violar todos los principios de la Unión Europea, que todos los país que se adhiera al bloque debe ser respetada. 

Hace unos días, por ejemplo, Orban organizado un control implacable de los medios de comunicación, en violación de la libertad de prensa, uno de los principios sagrados de la Unión Europea. En el primer día del año, entró en vigor una Constitución húngara que pone fin a la independencia del poder judicial, la Corte Suprema de Justicia y el Banco Central. 

Todos los poderes están en manos del partido del primer ministro, Fidesz. Además, los dispositivos distorsionados y opacos hacen casi imposible despedir al primer ministro. En Bruselas, la furia reina. La secretaria de Estado Hillary Clinton dijo que estaba "preocupado" por la democracia húngara. 

A todas estas alertas, Orban respondió con desdén. Nos podemos preguntar cómo esta ala política y antieuropeo diseñado por un fascista, es tolerado por la sociedad húngara. Dos respuestas: en primer lugar, Orban fue un "héroe" de la liberación del país del yugo de la Unión Soviética. Todavía es joven y elocuente, a la edad de 26 años, tuvo la audacia de reclamar la celebración de elecciones libres en Hungría. Desde entonces, fue una figura con talento. Su partido es de gran alcance. Además, el presidente Orban vicepresidente del PPE, el "club" de los partidos conservadores, que son principalmente en el poder en la Unión Europea. 

La segunda respuesta es más preocupante. Hungría jamás ha demostrado una gran pasión por la democracia. Apoyó a los gobiernos de la más sórdida historia europea reciente, el régimen de Adolf Hitler, por ejemplo. Esta tendencia autoritaria no deben ser olvidada. Prueba de ello es que si el Partido Conservador de Orban es propietaria de dos tercios de los escaños en el Parlamento, otra, aún más extrema, el Jobbik, obtuvo 15% de los votos. 

Este partido, fascista por decir lo menos, ha creado una milicia paramilitar, la Guardia Húngara, que utiliza un uniforme inspirado por los fascistas en 1940 y ha multiplicado sus bravuconadas. Estos "iluminados" de Jobbik sería responsable de los asesinatos de gitanos. Es cierto que Orban, condenó los asesinatos, pero la policía encubrió la vergüenza. Incluso el primer ministro ha denunciado los asesinatos, que sistemáticamente humilla a los gitanos, con el asentimiento entusiasta del pueblo, habiendo llegado a imponer el trabajo forzoso en la construcción de obras públicas, para que tengan derecho a prestaciones sociales. 

El gobierno, sin embargo, tiene un punto débil: la economía húngara se ha deteriorado. Acaba de ser incluido en la categoría de "especulativo" por rating de las agencias Moody y Standard & Poor. Hungría tiene la urgente necesidad de un crédito de 15 a 20 millones de dólares, que pidió al Banco Mundial y el FMI. 

Según informes recientes, las dos instituciones internacionales han dejado de contactos con Budapest en protesta por la decisión de colocar al Banco Central de Hungría bajo la supervisión del Estado. ¿Por cuánto tiempo? / TRADUCCIÓN Terezinha MARTINO
