Myanmar Junta Launches New Coastguard
Four armed naval vessel inaugurated as Coastguard ship (photos : GNLM)
Myanmar’s regime has formed a coastguard, a policy from the ousted National League for Democracy (NLD) government, with four armed naval vessels to protect the Bay of Bengal and Andaman Sea shoreline.
Amid a heavy security forces presence on Wednesday, the junta leader Senior General Min Aung Hlaing inaugurated the ships on Wednesday at Thilawa in southern Yangon.
In his speech, the junta chief said the coastguard would primarily focus on law enforcement, search and rescue and environmental protection.
Myanmar has almost 2,000km of coast.
Before the formation of the coastguard, Myanmar’s navy was solely responsible for stamping out illegal fishing from neighboring countries and other crimes.
The size of the coastguard is unknown.
The formation of the coastguard was initiated by the NLD in 2018 to tackle human and drug traffickers, illegal fishing and other law-enforcement issues.
In 2019 the military-appointed deputy minister of defense told parliament the coastguard would fall under the military-controlled ministry.
Myanmar has been in turmoil following the coup in February when the military seized power from the NLD. Since then Myanmar has faced mass protests, bloody crackdowns and growing armed civilian resistance against the regime.

Third ex-Hamilton class was needed by Vietnam Coast Guard (photo : mtpat10)
The Vietnam Coast Guard's (Canh Sát Bien Viet Nam: CSBV's) request for a third ex-Hamilton-class, high-endurance cutter has received the endorsement of the Biden administration.
The news was disclosed by US Vice-President Kamala Harris during her visit to Hanoi, Vietnam, on 25 August.
The CSBV operates a fleet of two ex-Hamilton-class cutters that were previously in service with the US Coast Guard. The first vessel, which has been renamed CSB-8020, was handed over to Vietnam in May 2017 while the second ship, CSB-8021, arrived in the country in July 2021.

Singapore Commissions Coast Guard Boat Handling, Firing Simulator
The Police Coast Guard simulator, which has been developed as a collaboration with HTX (photo : Singapore Police Force)
The Singapore Police Force (SPF) has commissioned a new tactical boat handling and firing simulator (TBHFS) to improve the Police Coast Guard’s (PCG’s) training capabilities.
The system, which has been described as the first of its kind in the country, has been incorporated with an eye tracker to detect trainees’ visual focus during stressful simulation scenarios. It has been installed at the PCG’s headquarters on Brani Island.
The simulator developed by the PCG in collaboration with the country’s Home Team Science and Technology Agency (HTX). It can emulate the PCG’s high-speed patrol interdiction boats, and second-generation high-speed PK-class interceptor boats.
The system can generate vessel simulation at speeds exceeding 50 knots, and can also mimic how vessels behave in the real world when affected by factors such as wave movements or impacts with other crafts and floating objects, in a range of sea states with different speeds, said the HTX.
Training scenarios, conditions, and environment can be controlled and replayed via an instructor operating station, the agency added in a 27 September media release.

Vietnam Could be Received Third Hamilton class Cutter
CSB 8020 ex USCGC Morgenthau (WHEC 722) (photo : Vladimir Knyaz)
Recently, the Command of Vietnam Coast Guard sent a delegation to the US to receive the Hamilton ship by the US Coast Guard's border type and transfer. According to new information, in the near future, Vietnam will receive another Hamilton.
The CSB 8020 patrol vessel, formerly known as the USCGC Morgenthau (WHEC 722) of the US Coast Guard, is the largest stretch of the Vietnam Coast Guard today and is also the patrol ship of law enforcement. largest in Southeast Asia. This was originally part of the American Hamilton class, after the border type was transferred to partners and allies for further use by the Navy and Coast Guard. The ship officially joined the payroll of the Vietnam Coast Guard early in 2018.
Previously, in mid-August, the 1st Marine Police Zone Command set up a delegation to prepare to go to the US to receive the former USCGC John Middget (WHEC 726), also belonging to Hamilton class. This vessel has been officially eliminated from the beginning of 2020, according to the plan, it will be handed over to the Vietnam Coast Guard on March 26 this year. But due to the complexity of the COVID-19 pandemic, the reception was delayed. This is the second Hamilton of Vietnam Coast Guard.
The little known thing is that the Vietnam Coast Guard has asked the US partner to transfer us up to three Hamilton patrol boats. Also in August, the US Coast Guard continued to demarcate another Hamilton ship, the USCGC Mellon (WHEC 717) and is currently anchored next to the USCGC John Middget which is about to be handed over to Vietnam. Her role has been decided and the Mellon will be transferred to the Bahraini Navy.
Thus, 11 out of 12 Hamilton built for the US Coast Guard were delivered to partners and allies, of which 2 were delivered to the Vietnam Coast Guard, the rest are transferred to the navies of the Philippines, Sri Lanka, Bangladesh, Nigeria and Bahrain. The last one, USCGC Douglas Munro (WHEC 724), has not yet removed the boundary, and its future is unknown where it will go.
USGCGC Douglas Munro (EHEC 724) (photo : Douglas Munro)
It is extremely good news, according to a source from the Philippine Department of Defense, the last Hamilton, USCGC Munro, will be delivered to the Vietnam Coast Guard in the near future. It was also very reasonable for our side to have requested three and Munro was also the last one in the class.
Thus, with the coming time, we will have three large Hamilton class patrol boats, the strength of the Vietnam Coast Guard will definitely increase significantly, at the same time coordinate with multi-purpose patrol boats DN 2000 and other ship TT 120/200/400 covers a large territorial sea of our country on the sea, creating conditions to more firmly protect national sovereignty.
It can be seen that the continuous delivery of used Hamilton ships by the US to partners and allies is a very smart and smart thing, they do not need to spend the expense of handling the ships. But at the same time, it is possible to improve their diplomatic spirit with countries, especially Southeast Asian countries, which are in desperate need of ships with large amounts of water stretching for long-distance sea missions.
The Hamiltons have been around for about 40 years, but the hulls of these ships are quite good, ensuring that they can continue to be used for about 15 to 20 years. Although the United States Coast Guard is gradually switching to newer patrol boats, Hamilton's operational capabilities are undeniable, especially the ability to sea in the conditions. complicated weather, long sea-clinging time and great range.
In terms of weapon configuration, the basic US Coast Guard Hamilton used an Otto Melara gunboat, a phalanx close-range defense system and some .50cal Browning heavy machine guns. However, when transferred, the US partner will remove all weapons and leave only one main gun Otto Melara in front of the bow.
The specifications of the Hamilton ship include: The ship has a full load displacement of 3,250 tons, 115m long, 13m wide, equipped with an electric diesel engine that allows the ship to have a maximum speed of 29 knots, range 14,000 nautical miles, continuous operating time at sea is 45 days with a crew of 167 people. The ship has a flight deck and a hangar that can receive helicopters to coordinate tasks such as reconnaissance, rescue and rescue, etc.
Thus, after fully receiving three Hamilton ships, the number of ships of this class of the Vietnam Coast Guard has been equal to that of the Philippine Navy, even with the combat capability and maritime coverage of our law enforcement forces, slightly better than your country's navy. This can be said to be a great concern of superiors, creating conditions for our forces to have the best and most secure equipment to contribute to more firmly defending the sovereignty of the above sea state.

Thai Navy Conducts a Launch Ceremony for Two Costal Patrol Boats
Tor 114 Costal Patrol Boats (photo : RTN)
The launching ceremony of 2 coastal patrol boats, consisting of Tor 114 and Tor 115 was held on July 31, 2020 at the shipyard of Marsun Public Company Limited, Thai Ban Subdistrict, Mueang District, Samut Prakan Province.
It is the latest progress of the project since the keel laying ceremony was held on 8 June 2018 at the Marsun Shipyard, with former Admiral Naris Pratumsuwan, while that is the president.
The coastal patrol boat Tor.111 class uses the Marsun M36 Mk II based model, modified from the M36 Patrol Boat design that is used as the base of the Costal Patrol Boats Tor. 111, or support vessels for ship operations Tor 111.
The 3 patrol boats that were previously in service, consisting of the Tor 111, Tor 112 and Tor 113, are one of the works of Marsun Thailand that received the construction contract ships for the Thai navy as well.

Two new patrol boats of Tor 114 have been modified differently from the previous 3 series of patrol boats, using primary armament guns, size machine guns 30mm (likely the MSI-DS SEAHAWK) with a shot control system instead of the 20mm manual-controlled Denel Land Systems GI-2 machine gun.
Including the interior of the ship's room, supporting a special operation unit Naval Special Warfare Command (Royal Thai Navy SEAL), a total of 13 units, which is highly flexible in various operations.
Two new Costal Patrol Boats Tor 114 and Tor 115 are expected to have a delivery ceremony by August 2020 and will enter service in Coast Guard Squadron, Royal Thai Fleet, as well as the Tor. 111 set, previously.
The Marsun shipyard is currently being built two Costal Patrol Boats, the Tor. 997 and the Tor 998, which were laid down on the November 14, 2019.

USCGS John Midgett (WHEC-726) is being Prepared for Transfer to the Vietnam
WHEC-726 John Midgett being prepared for fransfer to Vietnam (photos : VietDefense)
The United States continues to prepare USCGC John Midgett (WHEC-726) for transfer to the Vietnam Coast Guard. American insignias have been painted over with white while components such as the radar & Phalanx CIWS were spotted being removed. The vessel is expected to be painted with the insignia of the VCG before it leaves Seattle for a trip back home to Vietnam.
Remember that Vietnam requested three Hamilton class cutters from the United States thus making the Midgett the second vessel acquired by the Vietnam Coast Guard after the former USCGC Morgenthau (WHEC-722), itself currently serving as the patrol ship CSB-8020. This leaves the USCGC Douglas Munro (WHEC-724) & USCGC Mellon (WHEC-717) as the remaining Hamilton-class cutters in American service. If Vietnam is able to obtain either of those vessels from the United States upon retirement, the original request for 3 ships will be complete.

Philippines To Beef Up Navy With Two New Corvettes
Philippine President Rodrigo Duterte has green-lighted an acquisition plan for two new corvettes and other naval assets, the Philippine Navy chief Vice Admiral Robert Empedrad said on June 17, 2019 - Naval News.
In a speech celebrating the Philippine Navy’s 121st founding anniversary in Sangley Point in Cavite province, Empedrad said the two corvette vessels plus other assets will cost about US$669 million.
Empedrad stated the two warships, which costs about US$535 million, are more expensive but more capable than the two brand new frigates which are currently being constructed by the South Korean shipyard Hyundai Heavy Industries for US$344 million. Hyundai is expected to deliver the ships in April and September next year.
The Philippine Navy currently operates three classes of corvette vessels belonging to the the Rizal, the Malvar and the Jacinto classes.
Besides the two corvettes, Empedrad said the President Duterte also approved the acquisition of eight fast attack interdiction boats equipped with anti-boat missile systems with an approved budget of US$191 million.
Empedrad said other projects are in the pipeline, including the upgrade of the navy’s two patrol vessels, acquisition of two submarines, and shore-based missile systems.
He said a second-hand Pohang-class corvette donated by South Korea is due to arrive next month. Empedrad said the deployment of BRP Condrado Yap and other multi-purpose attack craft of the Navy “will hasten the end of the 50-year-old (communist) insurgency problem.”

Philippine Coast Guard in Talks with Israel Shipyards for Shaldag Mk II
The Philippine Coast Guard is in talks with Israel Shipyards on the Shaldag Mk II patrol craft. The service has requirements for a new class of fast interceptors within the 25-35 m range (photo : Jane's)
The Philippine Coast Guard (PCG) is considering the Shaldag Mk II patrol craft to fulfil the service's outstanding requirement for a new class of 25-35 m interception vessels.
A senior service official who spoke to Jane's at the IMDEX 2019 defence and maritime exhibition has confirmed that a meeting between PCG leaders and Israel Shipyards was held at the same event on 14 May. The meeting was held to understand the vessel type further, including whether it can be configured according to PCG preferences.
"Some of the matters that we discussed include the types of engines that can be fitted on the Shaldag Mk II. We very much prefer the brands of engines that are currently already in service on our coastguard boats, so we wanted more confirmation on this," said the senior official.
Other matters that were discussed are namely the scope of possible government-to-government programmes that can be utilised between the two countries should a procurement programme materialise, including funding programmes, payment plans, co-build programmes, and transfer-of-technology arrangements.
The Shaldag Mk II has an overall length of 24.8 m, a maximum beam of 6 m, and a maximum draught of 1.2 m. The vessel type displaces about 58 tonnes, and is powered by MTU engines in the original configuration. The patrol craft is propelled by waterjets, and can attain a maximum speed of over 40 kt with a standard range of 650 n miles at 32 kt.

Christopher Paul Hasson (ABC News)

US Coast Guard Cutter Sherman Returns from Final Deployment and then to be Transferred to Vietnam
US Coast Guard cutter Sherman returns from final deployment
US Coast Guard’s high endurance cutter Sherman (WHEC 720) returned from its final deployment on January 23, completing a 76-day patrol in the Bering Sea.
The deployment was Sherman’s last one before it decommissions in March this year after nearly 50 years of service.
The cutter is scheduled to be decommissioned on March 29 and will reportedly be transferred to Vietnam. Should this be the case, Sherman would be joining former sister ship USCGC Morgenthau which was renamed to ‘CSB 8020’ after it was transferred to Vietnam.
During their final patrol, the crew supported the safe transit of a disabled vessel over 800 miles to Dutch Harbor, enforced fisheries regulations in the Bering Sea and the Gulf of Alaska. They also provided a command and control platform capable of embarking a helicopter, thus providing search and rescue coverage to those operating in the Bering Sea.
Sherman has a storied history including being the last remaining US Warship in the Coast Guard or Navy to have sunk an enemy vessel. It is also one of only two cutters to hold the Vietnam Service Award and the only cutter to hold the Combat Action Ribbon for action in the Vietnam War.
In 2001 it became the first cutter to circumnavigate the world, after conducting UN sanctions enforcement duty in the Persian Gulf and goodwill projects in Madagascar, South Africa and Cape Verde.
Adding to Sherman’s history, in March of 2007, a boarding team dispatched from the cutter discovered 17 metric tons of cocaine on the Panamanian-flagged freighter, Gatun. This seizure remains the largest drug bust in US history with an estimated street value of $600 million. As the record holder, Sherman proudly wears the Golden Snowflake.
“As Sherman and her crew return home from this final patrol, it is humbling to look back on the history and the accomplishments of this crew and the previous,” said Capt. Steve Wittrock, commanding officer of Sherman. “This final patrol has been significant in that the Bering Sea mission is one of the most demanding and historically important in the Coast Guard and I am very proud of the way that the crew has performed throughout the last two challenging months.”
Sherman is one of the Coast Guard’s four remaining 378-foot high endurance cutters still in operation. The 1950s era fleet of cutters is presently being replaced by the national security cutters, which will soon serve as the Coast Guard’s primary, long-range asset. Honolulu will serve as a homeport to two of the national security cutters, replacing Sherman and the already decommissioned Morgenthau.
