Russia to Build Airport in Laos, Train Armed Forces in Sign of Strengthening Military Ties



Russian troops have been clearing an area of around 500 hectares of unexploded ordnance, or UXO, in Laos’ Xieng Khouang province with plans to build a new airport and military facility as part of an expansion of military aid to the impoverished Southeast Asian nation, according to Lao officials.

A Russian demining team has been working with Lao counterparts to clear the UXO since Dec. 5, provincial officials recently told RFA’s Lao Service, speaking on condition of anonymity because they were not authorized to discuss the plans with the media.

“The Russians came here to build a military airport on the other side of the Plain of Jars,” one of the officials said, referring to the archeological landscape in the Xieng Khouang Plateau that was designated a UNESCO World Heritage Site in 2019.

“They’re currently clearing the UXO and then they’re going to upgrade the existing airport, making it larger and more beautiful.”

Another Xieng Khouang official, who is a provincial military officer, provided further details about the new airport to RFA.

“The Russian and Lao armed forces together are building this new airport that will be larger than the existing one and will be divided in two different zones,” he said.

“One zone is for Lao and Russian military use and the other is for civilian use.”

The officer said that the Russian military intends to provide substantial assistance to Laos going forward, including with training and developing the latter’s armed forces.

“Some work on the new airport has already begun, but the actual construction will not start anytime soon because the UXO clearance will take some time,” he said.

“Once the UXO has been cleared, we’ll lay underground powerlines. We’ll do our work step by step.”

Besides the airport, the Russians intend to expand military cooperation with Laos that will include building a facility to train Lao troops on how to use Russian military equipment, according to a report by Russian news agency Sputniknews.com.

A former senior government official in Laos told RFA that the two sides are expanding cooperation in line with an agreement they have in place on security and defense, as well as the new airport.

“In the agreements, most cooperation would include training and teaching military techniques to the Lao armed forces,” said the former official, who also declined to be named.

“We had more cooperation and more Russian military presence in Laos during the Soviet era,” he added.

RFA spoke with an official at the Lao Ministry of Foreign Affairs who claimed not to know anything about the Russian military aid projects.

MOSCOW/TASS/. Russia has signed contracts for the supply of weapons and military hardware to Laos and Sudan at the international military-technical forum Army-2020, the Defense Ministry said in a report on Thursday.

According to the ministry, working meetings with foreign military delegations were held within the framework of the forum. In particular, talks were held with specialists from Serbia, Mongolia, Sudan and Laos.

"International contract documents for the supply of Russian products designed for military use were signed with the Sudanese and Laotian sides in the follow-up of the talks," the ministry said.

"The planned transfer of Russian armaments and military hardware is aimed at the further development of friendly and mutually advantageous relations with foreign partners and the strengthening of the armed forces of Laos and Sudan," the Defense Ministry said.

The international military-technical forum Army-2020 opened at the Russian Armed Forces’ conference and exhibition center Patriot on August 23 and will last till August 29. Some demonstrations are underway at the Alabino proving ground, Kubinka airbase, and the proving ground Ashuluk in the Astrakhan Region. The forum’s organizers expect guests from about one hundred countries. More than 1,500 organizations and manufacturers will present about 28,000 exhibits. Nearly 700 pieces of modern weapons and other military hardware are participating in static and dynamic demonstrations.

The Russian Ministry of Defense (MoD) said that the handover took place during a ceremony to commemorate the 71st anniversary of the founding of the LPAF.




The first batch was delivered between December 2018 and January 2019, with a Laotian source telling Jane's at the time that the LPAF was receiving "several dozen" T-72B1 tanks.

Report said that Lao People's Air Force has received four Yak-130 combat trainer airraft (serial 044, 045, 046 and 047) from Russian company 'IRKUT Corporation'.

"The military is taking the deliveries of the new 122 mm SPH that is armed with the D-30A gun. The weapon will boost the combat capacity of mechanized infantry," the LPAF said in a statement. The military did not disclose the number of new guns to be delivered to its mechanized units.

A source from the LPAF told TASS that the troops would receive some 100 SPHs. "The armed forces now lack firepower. The delivery of these artillery systems will allow the military to increase its field fire support capabilities in a rapid manner," he said. According to the source, the SPH is not fitted with a digital fire control system (FCS). "It is just a D-30A howitzer mounted on the Ural-4320 truck. The system carries no optical-electronic units; however, it can be coupled to an automated FCS," he said.

The 122 mm D-30A howitzer is an updated variant of the world-known D-30. The D-30A is intended for destruction of manpower, hardware, engineering installations, artillery systems and mechanized units. According to the official specifications, the howitzer has a range of fire of 4-15.3 km, a rate of fire of six to eight rounds per minute, an elevation angle between -7° and +70°, a traverse angle of 360°, a combat weight of 3,200 kg, and a crew of six servicemen.

The Vietnamese Defence Ministry on April 20 handed over a simulation training centre to Laos’ Ministry of Defence as a gift of the ministry’s Technical Application and Production Ltd. (TECAPRO).

The centre include emulating systems for training on handgun, AK, B41 and 12.7mm guns, aiming to develop reaction and skills of trainees before they go on live ammunition practice on training ground, thus enhancing efficiency and safety of training in drill-ground.

The software applied in the centre allows trainees to choose virtual training sections in 3D environment, imitating line of fire and sound effects. They can also decide suitable training level.

Addressing the event, Major General Kilakon Bounnaphon, head of the Lao Defence Ministry’s Department of Technology, lauded TECAPRO’s capacity in researching and applying advanced technology in training.

He stressed the significance of emulation training in enhancing skills of trainees and preventing accidents in training process, thus saving budget and help modernize Laos’ army.

He affirmed that the support of the firm is a good start for cooperation between TECAPRO and Lao Defence Ministry’s Department of Technology.

Major General Kilakon Bounnaphon noted that over the past years, the Ministry of Defence of Vietnam has effectively assisted Laos in building forces, developing infrastructure as well as human resources training, greatly contributing to the growth and modernization of Laos’ army.

He thanked TECAPRO and Vietnam’s Ministry of Defence for the great support, while pledging to manage and operate the centre in an efficient manner.
