US Government Approved Sale of Scout, Assault and Support Boats with Armaments to Philippines

WASHINGTON - The State Department has made a determination approving a possible Foreign Military Sale to the Government of the Philippines of Scout, Assault, and Light Support Boats with armaments and related equipment for an estimated cost of $126 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of the Philippines has requested to buy one hundred fifty-six (156) M240B 7.62x51mm machine guns. Also included are thirty-six (36) 9M Scout Boats (SB); thirty-six (36) 10M Assault Boats (AB); eighteen (18) 16M Light Support Boats (LSB); thirty-six (36) units of Forward Looking Infrared (FLIR) 280HD; twenty-four (24) M2A1 .50 caliber machine guns; thirty-six (36) M134D-M, 7.62x51mm, 6-barrel rotary Gatling guns; three hundred ninety-nine (399) NFS-NVG/IR Lasers (AN/PVS-14 and AN/PEQ-15); one hundred two (102) Thermal Imager Scope (handheld); two hundred ten (210) Heavy Thermal Weapon Sights (AN/PAS-13); ninety (90) Harris Falcon III RF-7850M radios; two hundred seventy (270) Harris Falcon III RF-7850S radios; boat spare parts; spare engines and engine components; safety and rescue equipment; training; contractor engineering technical services; engineering technical assistance; transportation cost services, and other related elements of logistics and program support. The estimated cost is $126 million.

This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a strategic partner that continues to be an important force for political stability, peace, and economic progress in South-East Asia.

The proposed sale will improve the Philippines’ capability to meet current and future threats by force multiplying the Army’s present ability to operate and control both inland and coastal waterways of southern Philippines. The Philippines will have no difficulty absorbing this equipment and support into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor for the Scout and Assault Boats will be Willard Marine Inc., Anaheim, CA. The principal contractor for the Light Support Boat will be determined through an open competition contract. There are no known offset agreements proposed in connection with this potential sale. Any offset agreement required by Philippines will be defined in negotiations between the purchaser and the contractor(s).

Foreign customers mull buying Russian amphibious assault boats

KUBINKA/TASS/-South Africa is considering buying 12 transport and landing and assault boats from Russia’s Kalashnikov Group while Argentina and the Philippines want to buy 10 such vessels, Kalashnikov spokeswoman Sofia Ivanova told TASS on Thursday.

"The Armed Forces of South Africa are considering the purchase of 12 boats of both modifications while the Philippines and Argentina want to buy 10 such vessels," the spokeswoman said at the Army-2017 military and technical forum outside Moscow where the Kalashnikov Group is featuring its BK-16 and BK-10 cutters.

Kalashnikov Group CEO Alexei Krivoruchko earlier told TASS that the company expected to sign several contracts this year for the delivery of boats to foreign customers.

The Kalashnikov Group produces the BK-18 multipurpose cutter, the BK-16 transport and landing boat, as well as the BK-10 high-speed assault boat and the BK-9 high-speed amphibious assault cutter.

Singapore Police Coast Guard Commissions New Patrol Boats, Interceptors

One of the Singapore PCG's new PIB, Southern Ray (PT 69). The Singapore PCG has inducted 11 PIBs and six Second Generation PK Class interceptors into service. Singapore will have 17 new vessels by 2016 to police territorial waters, with increasingly complex seaborne threats emerging. 

The Singapore Police Coast Guard (PCG) inducted 11 patrol interdiction boats (PIBs) and six Second Generation PK Class interceptors into the service on 21 July.

The vessels were commissioned by Singapore's Deputy prime minister and minister for Home Affairs, Teo Chee Hean. In remarks at the commissioning ceremony, he described the additions as a significant milestone in the PCG's operational capabilities against the backdrop of increasingly complex challenges such as maritime terrorism, piracy, and migration.

"Despite these challenges, in 2014, PCG arrested 46 illegal immigrants attempting to enter by sea, and successfully prevented more than 7,000 suspicious vessels - or 20 per day - from intruding into our waters", said the minister who highlighted that the distance between Singapore's shoreline and its international boundary can be as short as 500 m.

The PIBs have a length of 19 m and are equipped with a stabilised naval gun system with automatic target-tracking capabilities. The vessels feature beaching capabilities, allowing PCG officers to dismount and continue pursuit on land if required. The PIBs have top speeds in excess of 45 kt.

The 14 m PK Class interceptors will be operated by the PCG's Special Task Squadron, which deals primarily with fast-moving seaborne targets. The vessels can reach speeds in excess of 55 kt, according to specifications provided in the minister's address.

A PCG representative told IHS Jane's on 22 July that, although the commissioning ceremony was held to mark the induction of all 11 PIBs and six interceptor craft, delivery of all of the vessels will not be completed until. The boats are manufactured by Taiwanese company Lung Teh Shipbuilding.

IHS Jane's understands that the name of the two PIBs featured at the ceremony are Atlantic Ray (PT 68) and Southern Ray (PT 69), while the interceptor craft has been named White Marlin (PK 21).

El Ejército Brasileño utiliza nuevos modelos DGS de lancha rápida para formar a sus pilotos de combate en el Amazonas



(defensa.com) El Centro de Embarcaciones de la Comandancia Militar del Amazonas (CECMA) ya está utilizando la serie Carioca, embarcación de empleo táctico desarrollado por el astillero brasileño DGS Defence, para la formación de nuevos navegantes fluviales en la Amazonía brasileña. La región cuenta con 22.000 km de ríos navegables y se enfrenta tanto al contrabando como el tráfico de drogas.

La Carioca, fabricada con tecnología termoplástica híbrida, única en Brasil, es anti inflamable,  fácil de operar y de mantenimiento muy económico, una ETRH (Embarcación Tubular Rígida Híbrido) fabricada exclusivamente para el Ejército brasileño por Defensa DGS. Cuenta con motor  turbo-diesel con intercooler de 6 cilindros y  potencia de 315 HP, junto con un alto empuje de propulsión por chorro de agua para navegar en zonas de baja profundidad. Tiene autonomía de más de 400 km, lleva tres tripulantes y seis pasajeros y está equipado con una ametralladora MAG.

DGS Defence es un astillero dedicado al diseño y la construcción  embarcaciones militares livianas usando alta tecnología en  ingeniería naval. Cada lancha DGS es un diseño único, desarrollado a partir de las necesidades y características de las misiones de sus clientes especiales. "Hemos desarrollado una nueva generación de embarcaciones militares para el gobierno brasileño basadas en la innovación y la excelencia técnica", afirma Abilio Di Gerardi, fundador y presidente de  DGS.

Fundada en 2007,  DGS Defense está creciendo de manera sólida y sostenible. Este desarrollo resultó en las patente para Embarcaciones  Tubulares Rígidas Híbridas (Extreme Hull - XH®).. El astillero ya ha obtenido en el mercado, numerosos certificados de capacidad técnica de sus clientes, incluyendo la Marina de Brasil, el Ejército de Brasil, la Policía Federal, GEFROM (Grupo Fronterizo de la Policía de Mato Grosso ) y Odebrecht.
Es el único astillero brasileño que produce un modelo de lancha rápida para interceptar y patrulla blindada stealth, la  DGS 888. (INTERCEPTOR E PATROL). Están siendo operados por la Policía Federal en la región fronteriza en Guaira y Cataratas del Iguazú contra el contrabando y el tráfico de drogas. Otras tres DGS modelo XH 600 FH, fueron fabricadas especialmente para la Marina, destacadas en la frontera oceánica oriental del país, en apoyo a la investigación científica en la isla de Trindade, y rumbo al Polo Sur, en servicios logísticos para base brasileña Comandante Ferraz en la Antártida.

Las DGS XH 600 FH  miden 6 metros de largo por 2,4 metros de ancho ,con  propulsión  fuera de borda, transportando una tripulación de hasta ocho personas y soporta hasta 1.610kg de carga. Dentro de la línea de producción de DGS, también se destacan la DGS 650, que soporta hasta 1.210kg de carga y tiene la capacidad de transportar hasta seis personas (piloto + 5 pasajeros) y DGS 777, para 14 tripulantes y 1.610kg de cargas

Los proyectos DGS recurren a la última tecnología naval en su segmento, y al 100% de materiales reciclables. La cabina es de aluminio y el casco de copolímero de etileno de ultra alto peso molecular, un plástico de ingeniería, que  también se utiliza en chalecos antibalas, cascos , aviones militares  y vehículos de combate. El Ejército Argentino licita en EEUU la compra de escopetas, mochilas y cascos

(Infodefensa.com) Montevideo –  El Ejército Argentino ha reabierto una licitación para la adquisición de 282 escopetas de calibre 12/76-70, después de que su adjudicación inicial hubiese resultado fallida.



Esta compra abierta por la Agregaduría Militar en Estados Unidos, que es la manera por la que en general se compra a proveedores norteamericanos, había sido originalmente adjudicada a la firma Mossberg, con el modelo Maverick 88, pero fue declarada inadmisible por discrepancias con el pedido. Ahora el llamado está nuevamente vigente para conocer el que será el nuevo adjudicatario definitivo.

También se está adquiriendo en Estados Unidos, por procesos idénticos a este, unas 1.200 mochilas camufladas multicam y 1.600 cascos PASGT de Kevlar con protección NIJ IIIA.

Embarcaciones de reconocimiento y multipropósito

En otro orden, el Ejército también ha llamado a licitación para comprar seis lanchas ligeras de reconocimiento y uso multipropósito. Entre los requerimientos se especifica que debe tener unas dimensiones de 6,2 a 6,4 metros de eslora, mínimo de siete tripulantes, 700 kg de carga y un motor fuera de borda de 140 HP. Como ejemplo del modelo de casco a cotizar se ha usado el Marea 630 del astillero local Regnícoli.

Finland’s Boomeranger Boats has received a significant order from the Royal Brunei Technical Services consisting of a comprehensive package of special operations boats and equipment with a contract value over €2m (USD2.73 million).

The boats delivered to the Royal Brunei Technical Service’s customer are the Boomeranger’s latest C-950 Special Operation model – a market leader in the 9 to 10m RIB sector. Deliveries will commence later in 2014.

Ilkka Pentikainen, Boomeranger Boats, told Maritime Journal: "In the construction of the boat we have used similar methods as previously used in our C-1200 Special Operation Boat, which we dare to say is the most advanced Special Operation Boat in the world."

He added: "The reason why the C-950 is the game changer is the superiority of the hull design which makes the boat extremely reliable and sea worthy in all conditions and the advanced solutions in the construction of the boat. All this gives you the features of a large Special Operation Boat in a compact package."

The C-950 Special Operation boat measures 9.5m in length, 3.0m beam and with tubes deflated 2.3m. Draft of the hull is 0.7m.

It's kitted out with two Mercury Verado 300hp engines as standard, which gives it a draft of 1.0m. The company points out the C-950 is at its very best with twin installation 300hp outboard engines. It makes the hull of the boat is extremely stable and is steady in high speeds as well as in sharp corners and rough water conditions, for example in the wake of other vessel in a boarding situation.

But as an alternative, all Boomeranger models can also be equipped with inboard engines and either stern drives or water jets, based on customer requirements.

The C-950 can be supplied with a 40ft container transportation system for easy troop deployment. This model can be transported on a road trailer which makes it easy to deploy for example on a police special units operations.

Its compact size allows for easy air transportation and this model is also available by air drop delivery.

Previous contracts for the C-950 Special Operation model include the Dusseldorf Fire Department in March 2014.

El fortalecimiento de la vigilancia de las fronteras en el norte

La inspección en la zona fronteriza en la región norte del país cuenta ahora con dos buques colombianos . Como parte de un acuerdo comercial formalizada por el ministro de Defensa, Celso Amorim , de la Armada de Brasil tendrá dos nuevos ríos patrulleras (LPR) para su uso en la vigilancia , el control y el despliegue de tropas en que las misiones de la zona. Otros dos ya se habían entregado al Comando Militar del Amazonas ( AMC) a finales del año pasado.




Los nuevos barcos llegados por vía marítima en el Puerto de Chibatão en Manaus (AM ) , que pasan por el despacho de aduanas en la Policía Federal . Después del procesamiento, serán remolcados en barco a la Estación Naval de Río Negro , que también se encuentra en Manaos.

En la Estación Naval, los nuevos barcos pasan por las siguientes fases: montaje de accesorios, entrenamiento de operación y mantenimiento , y los ensayos finales del recibo, como prueba del río, al comprobar el rendimiento (velocidad) , equipo de maniobrabilidad, estabilidad y auxiliar - radar, los reflectores , las comunicaciones , la navegación y equipo de combate . Estos pasos son necesarios para evaluar el comportamiento de los buques en las condiciones especificadas en el contrato. Los entrenadores también deben examinar la seguridad y el funcionamiento de todos los sistemas de forma conjunta e integrada . Mayor de la Armada , junto con expertos de la COTECMAR astillero colombiano , cumplir un calendario de evaluaciones técnicas para su entrega final . La recepción y evaluación de los barcos están a cargo de la Dirección de Ingeniería Naval. La predicción es que se incorporen de forma permanente en la Fuerza Naval a principios de marzo .

Acuerdo entre Brasil y Colombia

La adquisición de los buques forma parte del acuerdo firmado en 2012 por los Ministros de Defensa de Brasil , Celso Amorim , y de Colombia , Juan Carlos Pinzón. El documento , suscrito en Bogotá, prevé la entrega de cuatro unidades : dos en el Ejército de Brasil y dos de la Armada. En el caso de la Fuerza Terrestre , los buques fueron entregados a finales de 2013 . El acuerdo entre Brasil y Colombia tiene como objetivo fortalecer la cooperación entre ambos países en el ámbito de la defensa , con énfasis en la protección de la Amazonia .

Descripción del barco

Las lanchas patrulleras son básicamente los mismos que entregó al Ejército , con un poco de un empleo adecuado en las actividades específicas de la Armada. Los cambios son internos y son los equipos y accesorios de comunicaciones. Los vasos están hechos con fibra de vidrio reforzada y tiene cuatro estaciones de tiro.

Philippines to Receive Riverine Patrol Boats from US

The Philippine Navy (PN) is set to receive six riverine patrol boats (RPBs) from the United States in August under a US Navy (USN) Foreign Military Sales (FMS) contract.

According to an official at manufacturer Silver Ships, a contract was signed with the USN in September 2011 and the boats were completed a year later. However, delivery was delayed until early May this year due to "non-availability of marine transport".

Although the boats are capable of open-water operations, they will be used primarily in shallow waters. They have a length of 40 ft, a beam of 10 ft 8 inches and a draft of less than two feet.

The boats feature a centre console configuration and a bow ramp to permit egress of embarked troops during beaching operations. They have three weapon mounts - two forward and one aft - for machine guns and grenade launchers as well as ballistic protection.

Powered by two Hamilton HJ-292 waterjets, each driven by a Yanmar 6LY2A-STP diesel producing 440 hp, top speed is 40 kt. Fully loaded, range is greater than 250 n miles at a cruising speed of more than 30 kt.

Besides Silver Ships, fellow US boatbuilder Willard Marine is supplying unspecified numbers of 7 m Sea Force 730 outboard rigged-hull inflatable boats (RHIBs) to the PN under an FMS programme.

In other news, the PN announced in March it was looking to buy three more multi-purpose attack craft (MPAC) to add to its fleet of six vessels. "This acquisition is under our mid-term development plan for 2014-2017," said PN spokesperson Lieutenant Commander Gregory Fabic.

The MPACs are similar to the CB-90 Combat Boat. The first three were constructed by Lung Teh Shipbuilding in Taiwan, while the following three were built locally to a revised design by Propmech Corporation, based in Subic Bay. The PN is hoping to later acquire 42 MPACs but funding remains an issue.
