Jakarta will launch an investigation into the delivery of a Leonardo Helicopters AgustaWestland AW101 VIP helicopter, part of a deal that was apparently cancelled.

Flight Fleets Analyzer shows that the Indonesian air force ordered three AW101’s in a VIP configuration on 24 November 2015.

So far, only one of the helicopters, MSN 50248, is shown as having being delivered. This aircraft had previously been destined for the Indian Air Force as part of a 12 aircraft deal, but this was scuppered in 2014 by allegations of corruption around the Indian procurement. It was delivered to the Indonesian air force on 15 January 2017.

The Indonesian delivery supposedly took place despite a presidential decision in late 2015 to cancel the requirement.

Indonesian president Joko Widowo reportedly favours the Airbus Helicopters H225, for which Indonesian Aerospace (IAe) produces the upper and lower fuselage. IAe also conducts MRO work for Airbus Helicopters rotorcraft operated in the country.

The precise whereabouts of 50248 are unclear. State news agency Antara says that the aircraft has been delivered to Halim air base outside of Jakarta, although FlightGlobal was unable to confirm this.

In TV interviews, Indonesian defence officials have expressed dismay about the delivery. The air force chief of staff says the order was placed by his predecessor, and adds that the aircraft has, in fact, not been handed over. An investigation will be made into the purchase.

The country’s armed force’s chief says that he was not aware of the order in the first place. The defence minister, meanwhile, says that the finance ministry has paid for the aircraft.

FlightGlobal requested comment from the manufacturer, but had yet to receive a response at publishing time.

Flight Fleets Analyzer shows that Jakarta’s rotary-winged VIP fleet comprises three assets: an H225M that is less than one year old, and a Bo105 that is 30 years old. It also has an 15 year old AS332 in storage.

Jakarta, CNN Indonesia - Indonesian Army would realize the purchase of helicopters for very very important person (VVIP) as has been stated in the Air Force strategic plan period 2015-2019.
"In the 2015-2019 strategic plan, there is the acquisition of aircraft for VVIP helicopter types. Can be used President, Vice President, state officials, or a state, "said Head of Information Department of the Air Force Air Commodore Dwi Badarmanto told CNN Indonesia, Tuesday (24/11).
For the first stage, the TNI would buy a helicopter. "Now it is in the process. Arrives next year. The next stage we bought two, and so forth until a total of six helicopters by 2019 in accordance strategic plan, "said Dwi.
Purchase of helicopters adapted to the ability of the Indonesian government's budget. If capability increases, the purchase could be increased.
"Functions and allotment of the VVIP chopper arranged the Air Force because the more we know," said Dwi refusing to say exactly the price of the helicopter.
VVIP helicopters purchased TNI is AgustaWestland AW101. This medium transport helicopter anti-submarine that can be used for civilian and military purposes.
AgustaWestland AW101 was developed by a joint venture of British Westland Helicopters and Agusta Italian. The helicopter is manufactured to meet the needs of the primary tools of modern naval weapons systems.
"The helicopter is kind of flak due to VVIP," said Dwi.
Former Deputy Assistant Foreign Policy Strategy Coordinating Ministry for Political, Legal and Security Affairs stated the Air Force needs to modernize the VVIP helicopter because of the type of long, Super Puma, already aged.
"Super Puma belonging to TNI he was already over 25 years so it needs to be replaced. If not, we put aside the safety factor, "said Dwi.
The new VVIP helicopters will be brought in the military, AgustaWestland AW101, also entered the US radar as a potential presidential helicopter Marine One or the US.
